People are crazy

On the way to work today, I had to snap a quick drive-by photo. Who in the world thought this would be a nice decoration for a building? I think you'd have to see this gem in person to truly appreciate the insanity of it. This picture doesn't really give it justice. This creepy old man face with grapes on his head is a monstrosity. Look at the scale in comparison to the porches - it takes up a whole floor of this apartment building. Can anyone explain this? Because I can't.
